How would you manage email marketing for a dropshipping client?

I come again with a tricky client. They're a female apparel business and dropshippers. Because of that, not many people like them, yet sometimes we get ok sales. They have about 5 categories of clothes and that's it.

Before I came on board, the cadence was 3x/week and they always offered 20% discount on a certain collection or the whole store. That was giving them about $1k tops/campaign. But it's become a huge gamble what kind of revenue we'll actually get. Sometimes it's as low as $30. The way we did it was promote a certain category, or some assortment of clothes we can thematically tie together.

Out of fear that all these discounts would just immunize the recipients to the discounts, I started reducing them and then just showcasing the collections without any incentive. This worked on a campaign or two and then we got stagnant a lot. The revenue per campaign was between $30 and $400, mostly around $120.

Then I introduced flash sales and scarcity, which somewhat worked in the last 2 campaigns, but then things plummeted again. It is worth noting that I didn't use the same segments. I was tailoring segments to suit each campaign (if I'm promoting dresses, I'd target people who were interested in them/purchased before (30-60 days)).

Do you have any suggestions what else I can do to improve their sales? Since they're a pretty unreliable source of the products, I wouldn't want to do anything like a brand ambassador or referral.
