Mail merge or email marketing?

I run a small team that contacts groups of clients at a time and am looking for the best email tool.

Most services I’ve encountered (mailchimp, mailerlite) seem more marketing driven than I need. While it’s useful to start campaigns for all clients, we also need a good way for individual team members to contact groups of clients.

It seems like mail merges may be suitable. But they lack the broad mailing list management of other email marketing tools.

Does anyone have recommendations for a service that functions as both mail merge for teams and wider email marketing?
