Are thee any HIPAA compliant email tools to send consumer emails from a Pharmaceutical company?

Is anyone aware of any HIPAA compliant email marketing tools?

A Pharmaceutical company I’m working with wants to send a few follow up emails to consumers after they opted into a form.

It’s a very small company so something like Marketing Cloud is out of their price range at the moment.

[edit] they haven’t worked all the details they want to put in the emails. Their concern is that because the website is product specific that capture name and email will open them up to HIPAA issues.
