Should we switch to a dedicated IP?

We've been offered a dedicate IP by our e-mail tool, we've had some spam issues in the past. But have been able to turn them around by convincing the company to apply list-cleaning strategies. Which has improved our e-mail results while not impacting the overall number of conversions.

I believe a dedicated IP is the right way to go, but don't know how to convince the CEO. I feel some knowledge here is lacking.

Some background information:
Avarage volume: sending 5.000.000 e-mails per month
Average Open rate: 22%
Average CTO: 6%

We use leadgen partners to generate opt-in, 10.000+ new subscribers per month. I would categorize this as cold e-mail lists.
