Ethical Approaches to Email & How To Build A List

I'm in the beginning stages of setting up an online education resource that will include content to support students learning a specific music subject. My primary method of reaching the student population that I'd like to work with will primarily be through high school music teachers, private music teachers, etc. I think that out of the 1000s schools all over the world that there probably is a strong base of students that would like to connect with the materials/online courses that I'm offering when they are ready.

The challenge I am trying to address: Setting up an online email list to get the information out without having to type 100,000 personal cold emails (which is impossible!). The other challenge, even after reaching people is having them essentially donate their time to publicize the info to their students. Being one of these directors myself, I know how it is receiving communications like this and that most of the time they end up in the delete category.

I've started by reaching out to my colleagues I know but even that is incredibly time consuming tailoring an individual email to each one of them. I definitely need a suggestion on an ethical way to approach reaching a huge audience on this subject and would love to hear some feedback from those of you who may have started with your business in the same shoes. Where should I start? Thanks!
