Inflated .gov email open/click rates

Hello! First-time poster here, so apologies if this has already been addressed. I work for a university that uses an email platform powered by SendGrid. In the last few weeks (since around Aug. 7), we've noticed extremely inflated open and click-through rates for recipients with a .gov email address. Reporting will show a .gov recipient opening and clicking on 15+ links in the same minute that the email was delivered.

Has anyone else experienced this? Interested in folks using SendGrid or any other platform. I assume it's a security bot of some sort. Does anyone know what may have been implemented? Is anyone accounting for this inflation in your email reporting numbers?
