Cold Emailing People Using Social Media Data

I'd like to start off by saying I'm a complete newbie to email marketing. Just recently I found out about a new software called ProfileMate. The software alls you to scrape user data based on public profiles on Instagram.

It seems like every guru on YouTube is promoting this software and that's probably due to their affiliate program being offered.

The founder of ProfileMate, Luke Maguire has made multiple comments on YouTube videos promoting the software saying: "It only gets you emails of users that have GRANTED you to permission to CONTACT them (i.e. you have to allow your email to be public, as a button, that when you click on it it opens your email client)"

Despite being new to email marketing, I do know about cold emailing but I'm not sure if there is an official guideline that exists as to what rules to follow. I can't imagine marketers would be allowed to simply scrape these emails and then send out emails to people who haven't officially opted in to receive the mail. Maybe I'm wrong.

This seems like a gray area and a question of ethics and legalities. I have also been told that it's okay to cold email people so long as you don't spam them and you provide them with relevant value when first engaging with them. To only send out a few emails and don't include links within those emails.

I'd love to hear this community's thoughts on this one.
