What are some of the best tips when cold emailing prospective clients?

I have a service that I am trying to pitch to prospective customers.

Does anyone have any tips or examples for effective ways to get them from email to the phone?

So far my response rates have been very low.

I am not emailing a list at once, only 1 on 1.
