Best email marketing tool

I have a client who needs access for 2 users, under $25, 10,000-15,000 contacts and HTML customization.

So far the options are: - Mailjet - sendgrid - active campaign

If anyone knows of a better fit please comment!! Also I’m having trouble finding how many contacts you can have with mailjet if anyone knows the answer
