Can this email be written in html?

For people who understand html, I do not...

My client provided this email template and wants it written in html. Is this possible? I have the graphic files for the squiggly lines and flower illustrations, but even with those, is it possible? Meaning:

A: Can you layer text over a separate text in html?B: If so, can you "code" in those squiggles and lines around the text?C: Is there a way to make those images round via code? Or is that just going to need to be an image inserted into the email?
