Marketing Emails from Outlook

I work in a reasonably large company. It is uncoordinated and sprawling. We have about 60 different people sending mass emails, from all corners of the organization.

Last year, we dropped about $250k on consultants to migrate us onto Marketing Cloud. Prior to this, different teams were using different platforms. The other platforms were all turned off. But some people are still using Outlook to send emails to large lists. They will chop up a list of several thousand people and send a promotional email out as BCC's from their employee email account. These are people who have users in Marketing Cloud, and are trained in its use. But sometimes they just don't feel like going through the hassle of using it.

There is no person or team at my company who is in charge of Marketing Cloud. Each employee gets to do what they want, with minimal oversight and no accountability.

I'm not a marketing expert, but my understanding is that this is not good. I'm concerned that it could have negative consequences for the company - and for my ability to do my job. I'm inclined to try to speak up about it, if I can figure out who I should talk to.

But before I speak up, I want to make sure I have my facts straight. If this is bad practice, what is the potential harm to my company? I think everybody knows that this is generally not "best practice". They just don't care. Is this something important enough to try to change in my company?

UPDATE: I'm going to add a summary of the really helpful feedback y'all are providing.

  • Sender reputation impact on corporate domain; can result in regular business emails being routed to spam/junk
  • Regulatory compliance vulnerability regarding unsubscribes, with risk of substantial fines
  • Price tag for Marketing Cloud is substantial; wasting this resource
  • Loss of useful data regarding opens and clicks
  • Outlook offers subpar email editing
