Single Click Multiple Recipient Emails?

I'm hoping that I came to the right place.

I run a non-profit and part of our effectiveness is with contacting state elected officials. My dream is to add to our website a link, where if you click it, it automatically loads up in your default email client, an auto-filled subject line, content body, and multiple email addresses. Picture a situation where a user wants to email ALL of their state's representatives, and they can do this by clicking a link and hitting the send button in their default email program. Is this possible? Is there a free way to create this?

Thanks, hopefully someone here can point me in the right direction. I'm lost.
