Best Email Marketing API for my product (1,000,000+ Emails sent per month)

Hello fellow email marketers!

In the current economic environment, I'm fortunate own a SaaS company in a vertical where our clients all offer essential services.

In the last 2 months we've been rolling out an email automation service that we're productizing as our own. We tested with 20 of our existing clients from our other products. Before we scale, I have a few questions.

Here are some important things to note in the first 2 months with over 100,000 emails sent.

• We're sending on behalf of our clients (their domains are verified with SPF/DKIM authentication as well).
• Our clients have existing relationships with all of their customers. They have provided a paid service for them.
• We're currently using Mailjet because of how affordable it is. They want to see spam rates at 0.08% or lower. We're currently at 0.12% which is higher than I'm comfortable with and they have notified of this as well. In the past few weeks we've taken some actions to get this lower and I'm confident we'll get below 0.10% as we scale.
• Unsubscribe rates are about 0.70% per email and they like to see it below 1%.
• We run all emails through DeBounce. They want bounce rates below 8% so we're not even close to that.

Here are my questions and concerns.

• With our spam rate a little higher than comfort, who is a provider who's less strict on this? This is a product that will bring in significant revenue so I don't want to get in a situation where our API access is paused or we have to run through an audit.
• Has anyone used Mailgun? I know they own Mailjet so I'd assume they have strict sending policies as well.
• Does anyone have experience integrating Amazon SES as a sending API? We use it to send to current clients and with about 150,000 emails sent last year, we only had 1 spam report! It'd be kind of nice to piggy back off of those numbers to have a low spam %.

Any thoughts or suggestions would be greatly appreciated. I consider myself a great email marketer, but when it comes to this technical stuff, I am by no means an expert! Thanks everyone! :)
