Cold Email: What email service allows to write email custom management code?

Hi all,

I have a good coding background and would like to code my own email management rules.

For example;

If user did not click on x link but opened y link. Send z email.
If user did not open welcome email but opened the following ones, add him to a segment.
Or, send email to the user at the exact time he clicked on x link in the last email.

What service can let me do that? I guess it would be api based but I’ve never heard of anything similar. Does sendgrid support all these options?
